Bitflux CMS uses XSLT as "template" engine and almost everything is configurable with XML. No need to learn PHP for just setting up a new site. Bitflux CMS uses Popoon as backend engine and is therefore very customizable to your needs. Bitflux CMS is published under the GPL License, so you can download and use it free of charge and can do with it, whatever you want.
